This victim was shot on July 13, 2008, and as a result of his injuries was confined to a wheelchair. On Nov. 7, 2020, he was pronounced dead at Johns Hopkins Bayview. Police learned on this date that an autopsy determined his death was a homicide as a result of complications from the shooting.
